How CTT and MaxBill Unifyied Payment and Collection Services for Portuguese Municipalities
Objectives
Unify billing processes
With multiple local authorities utilizing isolated billing systems, CTT required a complex solution which would provide a centralised billing system while allowing for independence to a certain extent.

Challenges
Segregated billing systems for local authorities
Isolated billing systems, used by municipalities around Portugal, significantly slowed down all the business processes and made it unable to introduce a standardized billing framework.
Outdated technology
The legacy billing systems were mostly internally developed and utilized outdated technologies. Over a course of time, these systems required more and more costs and efforts to operate and support.
Two-way service delivery
CTT offered its services for both B2C and B2B clients and required a complex solution to meet the needs of its end-users and municipality customers with maximum efficiency.
Solution
The MaxBill portfolio met the CTT requirements of the system transformation. A compound billing solution allowed for providing payment and collection services with an up-to-date, innovative approach to managing business processes. The solution also helped reach the following milestones:
Centralising all services under one solution
The MaxBill system substituted legacy billing systems, unifying all the processes and centralising them within one structure. The MaxBill solution united all the components, providing functionality for customer management, meter and route management for utility services, product management, invoicing and payment collection for every entity.
Implementing multi-tenant architecture
As every entity within the company operated locally, MaxBill’s multi-tenant architecture enabled CTT to maintain its own customer database independently. In addition, it allowed for configuring separate business workflows and billing processes for each municipality customer of the company.
Self-service modules
MaxBill solution included web-based modules for customers to cover up the B2C level for CTT. The self-service enabled end-users to access the account information and pay invoices via the Internet.
Deployment as a hosted solution
MaxBill was deployed for CTT as a hosted solution supported by the company’s subsidiary Mailtech Holding. This decision provided CTT with the required flexibility of operating the system.

Lowering IT expenses
Introducing a single modern billing system reduced the budget spent on the software support and operation, as well as lowered its maintenance efforts.
Finding new opportunities to introduce a SaaS business model
Thanks to MaxBill being deployed as a hosted solution, CTT acquired an opportunity to provide its payment and collection services based on a SaaS business model to municipalities of Portugal.
Winning new prospects
After the successful implementation of the MaxBill solution for municipalities in Portugal, CTT was planning to expand it further throughout the Community of Portuguese Language Countries (PALOP) to the countries served by CTT in Africa, Southeast Asia and South America.
